Not every activity needs a cash register. The law carves out several categories where neither a hardware register (HDM) nor VCR is required — and one common case where entrepreneurs mistakenly think they are exempt.
No cash register required
The Tax Code lists activities for which a cash register is not mandatory even when accepting cash:
- Utility services — provided a separate payment document is issued
- Sale of lottery tickets
- Sale of passenger and freight transport tickets (road, rail, water, air)
- Agricultural produce and second-hand personal items sold at trading venues
- Taxi services with a working taximeter
- Gambling and casino operations
- Religious rites and devotional items — for registered religious organisations
- Postage stamps sold at face value
- Postal and courier services
- Newspaper kiosks — when press accounts for more than 50% of turnover
- Distance selling via electronic communication channels and teleshopping
Since 1 September 2024 taxi drivers must issue an electronic receipt via MyTax / Yandex Go / Utaxi (Annex 9 to Decision 1976-Ն) — the taximeter exemption is de facto superseded by the dedicated e-HDM regime.

Is VCR right for your business?
VCR is the lawful online cash register under Tax Code Article 380.1. The checklist below maps the most common Armenian sales channels to what the law requires.

Whether messenger and DM orders qualify under Article 380.1 has not been clarified by the State Revenue Committee in writing. VCR alone is not enough
Article 380(1) of the Tax Code requires a hardware cash register for in-person cash or card settlements. VCR by itself does not cover walk-in retail. Pair it with a hardware register, or use a hardware register only.

Frequently asked questions
What are the penalties for fiscal registration violations?
Armenia's tax code sets penalties for failing to issue a fiscal receipt, using an unregistered cash register, and other rule violations. As of 2025, these amounts have been significantly increased. VCR automatically registers every sale with the tax authority, eliminating the risk of a fine from human error.
How do I register a cash register with the tax authority?
Cash register registration is done through the file-online.taxservice.am portal using form U6. VCR handles the entire process — we obtain a virtual cash register serial number for your business and activate it with the tax authority. It takes about 15 minutes end to end.
Do I need to buy a physical cash register?
It depends on your sales channel. If you accept orders online (website, mobile app, e-commerce platform), VCR is enough on its own — Tax Code Article 380.1 explicitly covers this case, and you save 50,000–300,000 AMD on hardware plus monthly service fees and thermal paper. If customers walk in to a shop, café, or service point and pay there, the law (Article 380(1)) still requires a hardware cash register. Hybrid businesses run both side by side.
Does VCR process payments?
No. VCR registers sales and refunds with the tax authority. It does not accept money, connect card acquiring, or transfer funds. You need a separate payment service or bank for payment acceptance.
Is VCR really free?
Yes. There are no monthly fees, setup costs, or hidden charges. VCR is free for all Armenian businesses.
Why is VCR free?
Because what small and early-stage businesses in Armenia need right now is reliable infrastructure, not another monthly bill. The scarce resource here isn't money — it's the confidence that a tough month won't be finished off by yet another subscription. Fiscal registration is a basic utility, and we believe it shouldn't be the line item that breaks someone who's just getting started. So we keep it free and cover the running costs ourselves.
Do I need special hardware?
VCR runs in any web browser — smartphone, tablet, or laptop — and replaces fiscal hardware for online order channels covered by Tax Code Article 380.1 (website / mobile app / e-commerce platform). For walk-in retail (shops, cafés, in-person services), Article 380(1) still requires a hardware cash register; VCR alone does not cover that scenario.
